Xbox controller axis deadzone

I could not find a way to reduce the dead zone on any x-box controller x- or y-axis. The current dead zone is about 15 degrees, which means if you turn a racing wheel a bit off center, the x-axis value stays 0 and the car does not steer correctly.

The dead zone is 0 degrees when using direct input on a pc, so the error is in the decoding of the axis input data or somewhere in the code.  I can look into source, but dont know where to look. The R1404 demo repeats this problem,
